Eligibility Policy

The HBCU Oratorical Challenge is committed to competitive integrity, academic standards, and institutional partnership.

Student Eligibility

To participate in the HBCU Oratorical Challenge and Scholars Institute, students must meet the following criteria:

  • Currently enrolled as a full-time undergraduate or graduate student at an accredited Historically Black College or University (HBCU)
  • Maintaining good academic standing as defined by their institution
  • Not currently serving any academic or disciplinary probation
  • Able to commit to the full duration of the Spring Training Institute

Participation Categories

Students are placed into one of three participation categories based on their application, institutional standing, and faculty recommendations:

Official Competitors

Students with full institutional approval and faculty endorsement who are eligible to advance through all competition rounds, including national finals. Must have documented institutional partnership.

Scholars-In-Development

Emerging communicators who participate fully in the Scholars Institute training program while working toward institutional approval and competition eligibility. Receive full training access, faculty mentorship, and guided support toward official competitor status.

Faculty-Nominated Scholars

Students recommended directly by HBCU faculty members. These scholars receive an accelerated pathway with enhanced mentorship and institutional partnership facilitation.

Institutional Partnership

The HBCU Oratorical Challenge honors the role of academic institutions in student development. The following guidelines govern institutional partnerships:

  • Official competitors must have documented approval from their institution's relevant academic department or administration
  • Partner institutions agree to designate a faculty liaison for communication with the Challenge
  • Institutional partnerships are reviewed and renewed annually
  • The Challenge works collaboratively with institutions to support student participation

Academic Integrity

The Challenge upholds the highest standards of academic integrity and ethical advocacy:

  • All speeches and presentations must be the original work of the participant
  • Proper attribution and citation of sources is required in all prepared materials
  • Participants must adhere to the principles of ethical advocacy and responsible communication
  • Violations of academic integrity standards may result in disqualification and removal from the Institute

Competition Standards

The national competition adheres to clearly defined standards to ensure fairness and consistency:

  • Judging criteria are published in advance and applied consistently across all competitors
  • Judges are selected based on expertise in communication, rhetoric, and academic leadership
  • Competitors must complete the Scholars Institute training program to advance to national finals
  • All competition decisions are final and made by the official judging panel
